My favorite type of dragons, cuties with long mane, tail fluff and ambiguous gender <3

>It's going to be a male ice dragon. He's going to be rather feminine however. The body scales are going to be a light blue, an icy color. His hair will be white, and the horns/spines will take a deeper, normal blue color. I would like it the horns and spines were glowing too!
Personality: He is going to be more of a charmer type. For instance, imagine a more regal type of character with a excellent charisma. Very forward and friendly, and quite the sassy jokester.
